Ação coordenada com outros órgãos de segurança resultou na apreensão de cerca de 22 mil garrafas de vinho com valor estimado em R$ 4 milhões.
A Receita Federal realizou entre os dias 28 de fevereiro e 4 de março a Operação Dionísio, a maior ação integrada para o combate a entrada irregular de bebidas alcóolicas na região da fronteira com a Argentina. Ao todo, foram apreendidas cerca de 22 mil garrafas de vinhos e espumantes no período, com ações direcionadas em depósitos, lojas, transportadoras e agências de correio, além de abordagens nas estradas do Paraná, Santa Catarina e Rio Grande do Sul. As garrafas apreendidas, algumas com valor de revenda no varejo próximos a R$ 2.000, têm um valor estimado de 4 milhões.
A ação contou com a participação de diversos outros órgãos de segurança, como Polícia Federal, Polícia Rodoviária Federal, e Polícias Militares do Paraná e Santa Catarina.
O chefe da Divisão de Repressão ao Contrabando e Descaminho da Receita Federal, auditor-fiscal Tsuyoshi Ueda, destacou a relevância da ação integrada para o sucesso da operação. “Quando somamos todo o conhecimento e experiência que cada órgão público tem em sua área de atuação, conseguimos resultados muito superiores. Esta é a maneira mais efetiva de combater o crime organizado. Também é importante destacar a troca de informações entre a Receita Federal e a Aduana Argentina, para termos uma fronteira mais segura”, destacou Ueda.
A apreensão de vinhos na região de fronteira com a Argentina tem crescido ao longo dos últimos anos. Em 2019, foram apreendidos cerca de 6 milhões em bebidas. Este número saltou para mais de 18 milhões em 2020 e, em nesses primeiros meses de 2021 já supera 10 milhões de reais.
O combate à entrada de vinhos de maneira ilegal no País busca proteger a indústria nacional e combater a concorrência desleal, uma vez que comerciantes que realizam a importação legal das bebidas não conseguem manter a competitividade frente aos sonegadores e acabam fechando as portas, aumentando o desemprego.
Além disso, os vinhos introduzidos irregularmente não possuem controle sanitário, são transportados e armazenados de forma irregular, o que pode causar graves prejuízos a saúde dos consumidores.
Como foi realizada a operação
A Receita Federal selecionou os alvos da ação baseado em dados coletados ao longo dos últimos meses e troca de informações com outros órgãos, que permitiram a localização de depósitos, transportadoras e lojas que infringiam a lei em suas atividades. Em Francisco Beltrão (PR), por exemplo, um estabelecimento que em tese seria uma fábrica de móveis era apenas a fachada para um depósito ilegal de bebidas.
Simultaneamente às ações nos estabelecimentos, os órgãos de segurança envolvidos na operação intensificaram a vigilância nas estradas da região Sul, o que resultou em apreensões significativas de garrafas de vinho tanto em veículos de passeio como de caminhões com destino a outras regiões do País. Um dos veículos de passeio apreendidos foi modificado com um dispositivo que liberava fumaça pela parte traseira para dificultar a perseguição durante uma eventual fuga.
A Receita Federal também realizou fiscalizações nas agências postais em busca de mercadorias enviadas sem os trâmites legais. Com o auxílio de escâneres portáteis, foram identificadas garrafas de vinho com valor de varejo próximos a R$ 2 mil sendo enviados de maneira irregular.
Mais de 40 servidores da Receita Federal participaram das operações. Foram contabilizadas apreensões em 16 municípios nos estados do Paraná, Santa Catarina, Rio Grande do Sul e Goiás. O nome da operação faz alusão a Dionísio, deus grego do vinho, bem como pelo fato do município de Dionísio Cerqueira (SC) ser um dos pontos de fronteira principais utilizados para a tentativa de ingresso clandestino de vinhos argentinos.
Representantes da Receita Federal estarão disponíveis na Alfândega de Dionísio Cerqueira (SC), das 09 horas às 15 horas, para darem entrevistas individuais sobre a operação. A partir das 16 horas será realizado o encerramento oficial na Área de Controle Integrado com a participação dos órgãos que aturam na Operação Dionísio, com entrevista coletiva.

This is the most effective way to fight organized crime. It is also important to highlight the exchange of information between the Federal Revenue and the Argentine Customs, in order to have a safer border ”, highlighted Ueda.
The seizure of wines in the border region with Argentina has grown over the past few years. In 2019, around 6 million beverages were seized. This number jumped to more than 18 million in 2020 and, in those first months of 2021, it already exceeds 10 million reais.
The fight against the illegal entry of wines into the country aims to protect the national industry and combat unfair competition, since traders who legally import beverages are unable to maintain competitiveness in the face of tax evaders and end up closing the doors, increasing unemployment .
In addition to that, wines introduced irregularly have no health control, are transported and stored irregularly, which can cause serious damage to the health of consumers.
How the operation was oganized The Federal Revenue selected the targets of the action based on data collected over the past few months and exchanged information with other agencies, which allowed the location of warehouses, carriers and stores that violated the law in their activities. In Francisco Beltrão (PR), for example, an establishment that in theory would be a furniture factory was just the front for an illegal warehouse.
Simultaneously with the actions in the establishments, the security agencies involved in the operation intensified surveillance on the roads in the South, which resulted in significant seizures of wine bottles in both passenger vehicles and trucks destined for regions of the country. Seized passenger vehicles were modified with a device that released smoke from the rear to make it difficult to chase during an eventual escape.
The Federal Revenue also carried out inspections at post offices in search of goods sent without legal procedures. With portable scanners, bottles of wine with retail value close to R$ 2 thousand were identified and were sent in an irregular manner.
