Ministry of Ports and Airports signs agreement for new Federal Police complex at the Port of Santos

Building will be built at the entrance to the port channel to expand surveillance and combat smuggling and drug trafficking

On Tuesday (16), the Minister of Ports and Airports, Silvio Costa Filho, and the Director-General of the Federal Police, Andrei Rodrigues, signed a memorandum of understanding for the construction of the new headquarters of the Federal Police station in the Port of Santos. The project will receive investments of R$ 58 million from the Port Authority, with participation from FIPS (Ferrovia Interna do Porto de Santos), a private initiative, to make the work feasible.
The signing ceremony was also attended by the President of the Santos Port Authority (APS), Anderson Pomini, and the Regional Superintendent of the Federal Police in São Paulo, Rodrigo Luís Sanfurgo de Carvalho.
The area designated for the construction of the new headquarters will cover a total of 5,800 m², and the building will be erected on the banks of the Santos Estuary, at the entrance to the port channel. The building was designed to be visible to ships even before they dock at the port.
In addition to its strategic position at the entrance to the channel, the Federal Police highlighted the improvement in security conditions to combat drug trafficking at the international level and to provide more agile responses to incidents and operations on the high seas, such as smuggling and other transnational crimes.
For Minister Silvio Costa Filho, the signing of the memorandum between the two federal agencies is a milestone in the safety and efficiency of port operations, as the partnership reinforces the strategic importance of Santos for Brazil's development, given that Santos is the main outlet for Brazilian production. It is a wonderful project, with investments of almost R$ 60 million, the result of a joint partnership with the private sector, which will consolidate the good governance of the infrastructure and operations of the Port of Santos, because the Federal Police will further strengthen the protection of this Brazilian asset. And as the port grows in terms of handling volume, we will automatically need the Federal Police to be more present."
The minister also highlighted the figures for the port, which accounts for more than 30% of Brazil's exports and imports. "And this year it is breaking records for cargo handling. Now, under President Lula's administration, we are making a large volume of investments, which will total almost R$ 20 billion over the next ten years." He stated that this could be a project to be extended in partnership with other ports in the country and, at the same time, with other airports.
Director-General Andrei Rodrigues emphasized the importance of the project for the country and for the Federal Police. “This is the main Brazilian port, and placing a robust Federal Police unit there brings a sense of security to the operator, the guard, those who use the service, those who do business at the port, in addition to lowering costs and improving the business environment. And we are happy to bring security to this environment that is central to our country.”
At the signing ceremony, APS President Anderson Pomini thanked Minister Silvio Costa Filho for, according to him, being responsible for helping to unlock several projects for the Port and for getting this initiative off the ground.
"The Port of Santos is going through a historic moment. We are managing to unlock century-old projects, such as the Santos-Guarujá tunnel, the deepening of the access channel, and a historic expansion of the port, which today has 7.2 million square meters to 20 million square meters. This increases the responsibility of all institutions, especially those responsible for constitutional competence to take care of security. The security agenda is an international requirement, and we are always questioned about it on our trips to other countries. The implementation and construction of this building at this strategic point is fundamental to the port's good work," said Pomini.
According to the Port Authority, it will take six months to contract and prepare the executive project for the new headquarters, during which time the environmental license will also be requested from Ibama. After this period, it will take 12 months to start and complete the work, which should be delivered in April 2027.
